I hope the new plan is helpful to you. I didn't read through it carefully, but apparently it stresses government (local, state, Federal) or nonprofit service.
My daughter is in Federal employ, specializing in employment of persons with disabilities on the Federal level. I got this information of the Federal Disabilities Workforce Consortium website.

At this very moment there are some six hundred employment opportunities at the Federal level, in Alabama!

yes, the benefit of working govn't/non-profit is great incentive. the income sensitive repayment provision is also awesome new thing.
