Two bond insurers are asking a federal judge to immediately place Jefferson County's troubled sewer system under the control of a receiver who can order rate hikes and protect residents from sewer-related health risks.

Financial Guaranty Insurance Corp. and Syncora Guarantee Inc. said in an amended lawsuit filed late Tuesday that the emergency action is needed because the county has "failed repeatedly and intentionally" to raise revenue to pay its obligations.
